The department’s portfolio is built on funds granted by the governments and national aid agencies of Australia, Canada, Germany, Italy, Japan, Luxemburg, the Netherlands, New Zealand, Norway, and the United States.

Other multilateral and private donors include the Arab Gulf Programme for the United Nations Development Organisations (AGFUND), the Arab Authority for Agricultural Investment and Development (AAAID), and the US-based Academy for Educational Development (AED).
Having recovered from large write-offs immediately following the outbreak of the second intifada, the department’s outstanding portfolio stood at US$16.5 million at the end of 2008.
